Taichung District Prosecutors' Office formally concluded its investigation into a high-profile case involving a politician allegedly embezzling funds, targeting independent Tainan City Councilor Kuo Hsin-liang's financial activities during his term in office. After a thorough investigation, the prosecution found that Kuo allegedly collaborated with his deputy director, a man surnamed Huang, to systematically and long-term misappropriate political donations and funds from a specific arts and culture association, with a total amount of NT$1,072,000. These allegedly misappropriated funds were ultimately transferred to settle Kuo's personal debts.

The prosecution determined that the case involved a significant breach of the line between public and private finances. During his tenure as Tainan City Councilor and other public offices, Kuo managed and handled various funds, including campaign donations and the special accounts of the arts and culture association. However, the investigation found that due to his tight personal financial situation and significant personal debt, Kuo allegedly devised a scheme to misuse these funds.
