Taipei prosecutors dismantle Legislator Kao Chin Su-mei aide's escape network, detain accomplices

The Taipei District Prosecutors Office has recently continued its investigation into the case of Chang Chun-jie, an aide in the legislative office of Legislator Kao Chin Su-mei, who jumped bail and went on the run. The judicial investigation of the case has made significant breakthroughs recently. To clarify what external networks provided substantial shelter and assistance to Chang Chun-jie when facing judicial trial and execution, investigative and prosecutorial authorities launched a large-scale manhunt and detention operation a few days ago. Based on clues and investigative progress secured by the prosecutors, the task force targeted a group of key individuals suspected of assisting Chang Chun-jie's escape behind the scenes, and successively detained the involved suspects in a short period to thoroughly investigate the underlying organizational context and cash flows.

During this vigorous investigative operation, the Taipei District Prosecutors Office first took action against a man named Pan Hsin-yi. Following questioning by a prosecutor, Pan was deemed to be heavily implicated and suspected of colluding and fleeing, and a request was immediately filed with the court for detention and prohibition of communication. Subsequently, investigators expanded their probe into the accomplice structure, successively detaining related associates suspected of assisting in concealment and rendezvous for questioning, including a woman named Chen Tsai-hsun and a man named Chen Hou-chang, who was responsible for actually coordinating Chang Chun-jie's escape itinerary. These involved personnel played different roles throughout the escape plan, and prosecutors are reviewing their communication records and whereabouts one by one in an attempt to piece together a complete escape map.

Following overnight questioning by the prosecutor, corresponding mandatory disposition decisions were made according to the different circumstances of involvement and degrees of participation. After questioning the involved woman, Chen Tsai-hsun, the prosecutor considered that although she was suspected of involvement, there was currently no need for detention, and thus ordered her released on a bail of NT$20,000 pending investigation. However, regarding Chen Hou-chang, the man responsible for the specific rendezvous and escape of Chang Chun-jie, the prosecutor determined that he was heavily suspected of crimes such as harboring a fugitive. Because his involvement was serious and critical details still awaited breakthroughs, and to prevent him from colluding with other accomplices or assisting in further escapes, the prosecutor formally filed a request for detention and prohibition of communication against him with the Taipei District Court after the interrogation.

Chang Chun-jie, the central figure in this judicial case, originally faced prosecution due to related criminal cases, but chose to jump bail and abscond during the litigation or execution proceedings, causing the judicial process that should have been executed to stall. Taiwan's Criminal Code establishes clear criminal penalties for those who assist others in escaping, harbor criminals, or cause them to hide. When judicial authorities issue warrants or pursue fugitives, any action intended to help suspects evade legal sanctions not only severely hinders the exercise of state judicial power but also violates relevant charges such as obstructing justice or harboring criminals. Investigative and police units have always maintained a zero-tolerance attitude toward such criminal networks suspected of assisting escapes.

Judging from the development context of the entire case, the successive launches of multiple waves of searches and detentions by investigators in a short period demonstrate the prosecutors' firm determination to uphold judicial authority and pursue absconding fugitives. The alleged escape of a legislator's aide easily attracts high attention from all sectors of society, and the successive capture of accomplices assisting the escape and their facing requests for detention and prohibition of communication further highlight that judicial authorities do not allow anyone to attempt to challenge the bottom line of the law through illegal means. Subsequently, investigative authorities will continue to probe whether there are other hidden masterminds or unexposed providers of funds and resources behind the scenes, striving to completely dismantle the underground network assisting the escape.
