Federal Medical Center, Carswell

The Federal Medical Center, Carswell (FMC Carswell) is a United States federal prison and medical facility for women in Fort Worth, Texas. The Federal Bureau of Prisons (BOP) operates the administrative-security institution and its adjacent minimum-security satellite camp on the grounds of Naval Air Station Joint Reserve Base Fort Worth, formerly Carswell Air Force Base. Carswell is the only federal medical center operated specifically for women and houses prisoners with serious physical illnesses, disabilities, mental-health conditions and forensic-treatment needs. FMC Carswell held women's prisoners sentenced to death by the U.S. federal government. Despite its designation as a medical center, Carswell has a documented record of severe medical understaffing, delayed treatment, overcrowded housing, staff sexual abuse and failed external oversight. An independent inspection found 21 vacancies in the health-services department and recorded cases in which women reported waiting months for medication, surgery and treatment for serious symptoms. A 2025 investigation of Carswell's dialysis program documented missed or shortened treatments, malfunctioning equipment, unsanitary conditions and the absence of any independent clinical monitor.
