US Removes Duties on 2231 Taiwanese Products Including Orchids and Peonies

The Executive Yuan's Taiwan-U.S. Trade Working Group announced that the U.S. Trade Representative's Office (USTR) has imposed tariffs on 60 global economies under the "301 clause," with a 10% tax rate applicable to Taiwan and no additional tariffs added to the Most Favored Nation (MFN) tariffs. Taiwan also secured an exemption list with 2,231 items, including orchids, birds of paradise flowers, and wireless navigation equipment, which only require MFN tariffs when exported to the U.S.

The so-called "301 clause" originated from Section 301 of the 1974 U.S. Trade Act, granting the U.S. government the authority to impose retaliatory tariffs or other measures against countries deemed to have unfair trade practices. This clause has been a crucial tool for the U.S. to push for trade rebalancing in recent years.

For Taiwan, which heavily relies on exports and has a significant market share in the U.S., the tariff rates and exemption scope directly impact its industrial competitiveness. Orchids and birds of paradise flowers are key Taiwanese agricultural export products with international competitiveness, while wireless navigation equipment and other electronic products with high added value are also included in the exemption list, helping to maintain their price competitiveness in the U.S. market.

Despite the absence of formal diplomatic relations between Taiwan and the U.S., trade relations remain close, and the exemption list reflects the results of their coordination on supply chains and trade issues. This provides a specific benchmark for observing the trajectory of Taiwan-U.S. trade relations.
