Taiwan's National Security Council gains international acclaim as strategic hub amid regional shifts.

Faced with increasingly severe regional geopolitical changes, Taiwan’s National Security Council (NSC) has gradually taken on a heavier and more extensive role in strategic planning in recent years. According to in-depth reports by foreign media and observations from the international diplomatic community, the NSC is not only the core advisory body of the Office of the President, but also substantially leads Taiwan’s democratic defense against all-around pressure from the Beijing authorities. This trend of role transformation and deepening has gained high recognition from high-ranking officials of the Group of Seven (G7) and several major European powers, highlighting Taiwan’s irreplaceable role in safeguarding Indo-Pacific regional security and the defense line of democratic values.

For a long time, external focus on Taiwan’s national security system has largely centered on the formal diplomatic maneuvers of the Ministry of Foreign Affairs or the substantive military defense of the Ministry of National Defense. However, as the body responsible for coordinating major national security policies, the NSC’s operations often carry a high degree of confidentiality and strategic guidance. As China’s hybrid warfare against Taiwan has intensified in recent years—including frequent military threats, economic coercion, cyberattacks, and pervasive cognitive warfare—traditional models of division of labor have struggled to address comprehensive challenges. Against this backdrop, Taiwan’s NSC has had to move beyond traditional defensive thinking and instead act as an inter-ministerial coordination hub, integrating resources across national security, intelligence, diplomacy, economy, and technology to forge a strategic blueprint for whole-of-society defense resilience in Taiwan.

This transformation and its substantive results have gradually been recognized by the international community, particularly like-minded democracies. In recent years, G7 member states and major European democracies have shown a high degree of interest in establishing direct and robust communication channels with Taiwan’s senior national security leadership. In the past, Western countries’ contacts with Taiwan often appeared low-key and restricted due to concerns over Beijing’s political pressure; however, faced with China’s ambitions to expand authoritarianism globally, G7 nations have increasingly recognized that Taiwan is not only a crucial hub in the global semiconductor supply chain, but also the front line of the democratic camp against authoritarian expansion. Consequently, dialogues between officials of various countries and Taiwan’s NSC have shifted from passive understanding to actively seeking cooperative value, with interactions growing increasingly close in areas such as intelligence sharing, deterrence strategy, and countering disinformation.

From a macroeconomic geopolitical perspective, the recognition by G7 officials of the cooperative value of Taiwan’s NSC carries profound strategic significance. This not only signifies a remarkable enhancement in Taiwan’s visibility and trustworthiness within the international security community, but also symbolizes that security dialogues between Taiwan and its democratic allies have moved toward institutionalization and substantial implementation. Amid the intensifying global confrontation between democracy and authoritarianism, the defense and response measures planned by Taiwan’s NSC serve as an important reference indicator for the global democratic defense line. Through strategic dialogues with major democracies, Taiwan can more precisely grasp international security dynamics and effectively translate international support into concrete policies that enhance its own defense capabilities, forming a virtuous mechanism of security complementarity.

Looking ahead, the strategic responsibilities toward China borne by Taiwan’s NSC will become even more arduous. Maintaining strategic composure amid great-power rivalry and regional tensions will remain a core test for Taiwan’s national security team. Nevertheless, the affirmation and substantive cooperation from the international democratic community undoubtedly provide a shot in the arm for Taiwan’s international survival and security guarantees. Taiwan will continue to deepen its partnerships with the G7 and major European powers to jointly defend the rules-based international order and ensure the peace and stability of the Taiwan Strait as well as the sustainable development of its democratic system.
