Taiwan Legislature Passes Bill Creating Savings Accounts for Children and Future Expenses.

The Legislative Yuan passed the " Taiwan Children's Growth and Future Savings Account Act" in a third reading at the legislative session, with the move being driven by the opposition Kuomintang and the People First Party. In response, the Executive Yuan stated that proposing policy plans and allocating government budgets is a constitutional responsibility of the Executive Yuan and will continue to push forward measures such as a NT$5,000 monthly allowance for individuals from the age of 0 to 18, in accordance with existing policy plans.

This controversy stems from the current "small in power, big in opposition" political landscape in Taiwan, where repeated power struggles between the Executive and Legislative branches have occurred. The opposition party, controlling a majority of seats in the Legislative Yuan, is able to lead the passage of bills; however, the Executive Yuan asserts that policies involving budget allocation and expenditure must ultimately respect the constitutional authority and fiscal planning of the administrative branch.

Similar points of contention often involve the definition of the separation of powers between the Executive and Legislative branches as defined in the Constitution, where the Legislative Yuan can enact laws that impose obligations on the government, but budget allocation and execution fall within the core of administrative power. When the two sides have different opinions on policy direction and financial resources, a stalemate often ensues, potentially even leading to a Constitutional Court ruling.
