Recent Investigations Reveal Serious Vaccine Procurement Scandal Involving a Prominent Charity Foundation in Taiwan

A severe vaccine procurement scam case has been cracked by the Investigation Bureau, which involved a lawyer and multiple other suspects who defrauded the Tzu Chi Foundation of over NT$10 billion (approximately US$330 million) by using the procurement of the BNT COVID-19 vaccine as a pretext. This case not only involves financial fraud but also tarnishes the credibility of Taiwan's vaccine procurement process.

In this case, Premier Vice Minister Chen Chien-jen has been criticized by the Kuomintang (KMT) party. The KMT claims that Chen Chien-jen is a "post-hoc hero" who failed to take immediate action to stop the procurement process even after learning that the lawyer involved in the scam was a suspect. According to the Investigation Bureau's investigation, the lawyer who perpetrated the scam submitted a proposal for vaccine procurement through a mechanism called the "Tzu Chi Foundation Vaccine Procurement Project." This project involved cooperation between multiple government agencies and the Tzu Chi Foundation. However, the scam ultimately led to the misappropriation of funds from the Tzu Chi Foundation.

According to the Investigation Bureau's investigation, the Tzu Chi Foundation's vaccine procurement project was established by a government agency. However, the design of this project has been subject to controversy. The Investigation Bureau's investigation revealed that the project was established through an entity called "Tzu Chi Foundation Medical Foundation" which was set up by the government agency.
