The Executive Yuan’s dispute over whether the Legislative Yuan’s third‑reading law can exercise its power of reconsideration, or even refuse to sign, sparked deep discussion about the division of powers among constitutional bodies. In response, nominee Xu Youwei for the Control Yuan made a clear statement during the Legislative Yuan’s review and questioning process. He explicitly stated that a member of the executive branch has the right to interpret the constitution as long as they act within their official capacity.
