The registration process for the Penghu County magistrate race has taken another turn. Chen Jinchuan, a long‑time marine volunteer dedicated to local ocean protection, went alone to the Penghu County Election Commission on the afternoon of the third and formally completed his candidacy filing. With his entry, the number of individuals who have publicly declared their intention to run and have completed registration for the November 28 election has risen to five. The contest for the island’s top post now presents a rare multi‑candidate scramble, not only expanding the field but also introducing a non‑traditional political figure and environmental issues into a Penghu political arena that has traditionally been dominated by the blue‑green (Kuomintang–Democratic Progressive Party) rivalry.

Now in his mid‑forties, Chen has spent years maintaining Penghu’s marine ecology and is known locally for his active participation in beach clean‑ups, fishery protection and marine resource conservation. He chose to appear at the election commission at a critical moment before the registration deadline, completing the paperwork without fanfare or party‑backed rallies, underscoring his intention to break away from conventional party‑driven campaign models.
