Executive Yuan Unveils 40 Priority Bills Focusing on Procurement, Prices, and Electricity

The new session of the Legislative Yuan officially opened on the 29th, and the Executive Yuan immediately released a list of 40 priority bills aimed at advancing key issues during the upcoming session. This move not only highlights the Executive Yuan's urgent need for the timely promotion of policies, but also reflects the government's determination to seize legislative opportunities at the fastest possible pace while facing multiple domestic and international challenges. Since the ruling Democratic Progressive Party holds a majority of seats in the current Legislative Yuan, the Executive Yuan enjoys a relatively high procedural advantage in the legislative process; however, it still needs to seek consensus through multi-party negotiations to ensure the smooth passage of the bills.

Among the 40 priority bills, the focus centers on three major areas: arms procurement, people's livelihood prices, and electricity price stability. Regarding arms procurement, the Executive Yuan has put forward specific plans aimed at strengthening the renewal of defense equipment to cope with military pressure from mainland China. In terms of people's livelihood prices, Taiwanese consumers have faced rising costs in recent years due to unstable global supply chains and fluctuating energy prices; the Executive Yuan intends to regulate prices and strengthen market supervision through legislation to alleviate the burden on the public. Electricity price stability is the top priority of energy policy, with the Executive Yuan planning measures such as electricity market adjustments and the promotion of renewable energy to reduce electricity bill fluctuations and ensure the security of energy supply.

In addition to the priority bills, the Executive Yuan also simultaneously submitted this year's supplementary budget proposal, covering the three major items of arms procurement, people's livelihood prices, and electricity prices. The introduction of this supplementary budget proposal is primarily to fill the budget gaps caused by changes in the international situation and shifts in domestic demand. The supplementary budget for arms procurement will be used to accelerate the acquisition of advanced weapon systems; the supplementary budget for people's livelihood prices will be used to subsidize low-income households and adjust price indices; and the supplementary budget for electricity prices will be allocated toward power infrastructure, energy transition, and electricity bill subsidies. The Executive Yuan emphasized that these budgets will be incorporated in a timely manner during the Legislative Yuan's deliberations to prevent defense or livelihood policies from being hindered by budget gaps.

At the same time, the Executive Yuan is also looking forward to securing the Legislative Yuan's support as soon as possible for the Central Government's General Budget Proposal for Fiscal Year 2026. The budget proposal for fiscal year 2026 covers multiple dimensions including the national economy, social welfare, national defense, and energy, and its compilation will influence policy directions for the next three years. As Taiwan is currently in a critical period of economic recovery and energy transition, the deliberation of the budget proposal is not merely a financial arrangement, but a decision-making process concerning the direction of national development. The Executive Yuan stated that the budget proposal will be guided by economic
