Standards Bureau Tightens Cross-Border Checks on Dehumidifiers, Chargers, Cameras

Cross-border online shopping has become an integral part of daily life for consumers in Taiwan, particularly when it comes to various electrical appliances. From household dehumidifiers and wireless chargers to digital video cameras, online platforms offer a diverse selection and competitive prices that attract a large volume of purchases. However, compared to the domestic market, the quality and safety standards of cross-border goods often lack consistency. If circulated directly without rigorous inspection, these products can pose safety hazards such as electrical overload, short circuits, and even fires. In response, the Bureau of Standards, Metrology and Inspection (BSMI) under the Ministry of Economic Affairs has stepped up its regulation of cross-border electrical appliances starting this year, striving to implement simultaneous enforcement in both "border control" and "post-market surveillance."
In accordance with the Electrical Equipment Safety Management Act and Cross-Border E-Commerce Safety Regulations, the BSMI conducts preliminary inspections on imported electrical appliances and performs spot checks at customs to ensure compliance with Taiwan's electrical safety standards. During the inspection process, any products found to be non-compliant are immediately seized, and importers or platforms are notified to halt sales. Furthermore, the BSMI utilizes internet monitoring systems to track electrical appliances sold across major cross-border e-commerce platforms. For non-compliant goods, it promptly removes them or blocks the relevant web pages, while imposing fines on platforms or suspending their trading privileges, thereby establishing a dual-gatekeeping mechanism of "prior inspection followed by supervision."
Why is the focus specifically on dehumidifiers, wireless chargers, and digital video cameras? These three categories of products each present unique risks regarding usage frequency and electrical load. Dehumidifiers operate for extended periods with high current loads, making them prone to overheating if internal circuitry is poorly designed; wireless chargers involve high-frequency electromagnetic waves and induction coils, which can affect human health if they fail to meet EMI/EMC standards; and digital video cameras frequently utilize high-power batteries and fast-charging functions, making them susceptible to thermal runaway if battery quality is subpar. Consequently, the BSMI has designated these products as high-priority inspection targets, subjecting them to more rigorous testing of their safety performance.
In practical implementation, the BSMI handles an average of nearly 20,000 non-compliant product web pages annually. This figure not only reflects the massive scale of the cross-border e-commerce market but also demonstrates the high efficiency of the regulatory mechanism. For every non-compliant item handled, the BSMI first conducts sampling inspections and tests its electrical safety indicators. If the test results are substandard, the product's web page is immediately taken down, and a cessation of sales notice is issued to the platform. This process not only safeguards consumer safety but also serves as a strong deterrent against illicit merchants.
For Taiwan's electrical appliance industry, the BSMI's strict regulation represents both a challenge and an opportunity. Stringent import inspection requirements compel cross-border suppliers to upgrade product quality and comply with Taiwanese and international safety standards, thereby enhancing trust in high-quality appliances within the Taiwan market. On the other hand, if platforms can cooperate with the BSMI to establish more comprehensive product review mechanisms, they will be able to stand out in the highly competitive cross-border e-commerce environment and provide consumers with a safer shopping experience.
